Exemption from subsections 1000.20(1) and (2) of the Canadian Aviation Regulations - Greenhouse Gas Emissions from International Aviation — CORSIA
NCR-027-2020
Pursuant to subsection 5.9(2) of the Aeronautics Act, and after taking into account that this exemption is in the public interest and is not likely to adversely affect aviation safety or security, I hereby exempt all Canadian private operators and air operators from the requirements of subsections 1000.20(1) and (2) of the Canadian Aviation Regulations (CARs), Greenhouse Gas Emissions from International Aviation - CORSIA, subject to the conditions set out below.
Subsection 1000.20(1) of the CARs states that a private operator or an air operator shall submit to the Minister, no later than May 31 following the calendar year during which the monitoring of emissions was carried out, a verified emissions report and the associated verification report.
Subsection 1000.20(2) of the CARs states that the private operator or air operator shall ensure that the verification body submits to the Minister, with the operator’s prior authorization, the verified emissions report and the associated verification report no later than May 31 following the calendar year during which the monitoring of emissions was carried out.
The above provisions are reproduced in Appendix A.
Purpose
The purpose of this exemption is to provide some relief to commercial arrangements already made between air operators and private operators, and their verification bodies for which travel is restricted by extending the compliance date for the submission of verified 2019 Emissions Reports and associated verification reports from May 31, 2020 to October 31, 2020.
As the COVID-19 situation continues to evolve, this exemption would support social distancing policies developed to reduce the spread of the virus.
The purpose of this exemption is to adopt temporary measures in the public interest to reduce the potential of person transmission in air traffic control units in Canada following the declaration of a pandemic outbreak of novel coronavirus (COVID-19) by the World Health Organization (WHO) on March 11th, 2020.
Application
This exemption applies to all Canadian private operators and air operators.
This exemption ceases to apply to a Canadian private operator or air operator that does not respect the conditions of this exemption.
Conditions
This exemption is subject to the following conditions:
- 1) The private operator or air operator shall submit to the Minister, no later than October 31, 2020 the verified emissions report.
- The private operator or air operator shall ensure that the verification body submits to the Minister, with the operator’s prior authorization, the verified emissions report for the year 2019 and the associated verification report no later than October 31, 2020.
Validity
This exemption is in effect until the earliest of the following:
- a) October 31, 2020 at 23:59 EST; or
- b) The date on which the exemption is cancelled in writing by the Minister where he is of the opinion that it is no longer in the public interest or is likely to adversely affect aviation safety or security.

Reporting and Verification
- 1000.20 (1) A private operator or an air operator shall submit to the Minister, no later than May 31 following the calendar year during which the monitoring of emissions was carried out,
- (a) a verified emissions report containing the information specified in Table A5-1 of Appendix 5 of CORSIA, without regard to the note preceding the Table and excluding the information contained in
- (i) 7.b of Field 7,
- (ii) 8.b of Field 8,
- (iii) 11.b of Field 11, and
- (iv) Field 12; and
- (b) the associated verification report containing the information indicated at 3.10 of Appendix 6 of CORSIA, except 3.10.1(p) and 3.10.2.
