Issuing Office: Standards Branch
File Classification No.: Z 5000-35

Pilot Proficiency Checks

Purpose:

The purpose of this Civil Aviation Safety Alert (CASA) is to stress the requirements related to the qualifications of training pilots.

Background:

A recent surveillance activity by Transport Canada found that training pilots used by an air operator were not qualified to conduct the training.

The intent of this CASA is to remind air operators that training must be conducted in accordance with the Subpart in which they are operating under. It is the air operator’s responsibility to ensure that training pilots (either company personnel or those of a training vendor) meet the qualifications pertinent to the Subpart in which the air operator operates.

Recommended Action:

Air operators certificated under Subparts 702, 703, 704 and 705 of the CARs should review the Canadian regulatory requirements related to the qualifications of training pilots.

  • Canadian Aviation Regulations (CARs);
  • 702.65(c) Flight Crew Member Qualifications;
  • 722.76(3) Qualifications of Training Personnel;
  • 703.88(1)(c) Flight Crew Member Qualifications;
  • 723.98(3) Training and Qualifications of Training Personnel;
